Juan M.ª Pemán Gavín was Professor of Administrative Law at the University of Lérida from October 1990 until October 2022, when he obtained a chair in this discipline at the University of Zaragoza. As a consequence of his good academic work and his human profile, during his tenure at the University of Lleida for more than three decades he has left a marked mark on his disciples and collaborators, of which they intend to bear witness with this collective work, consisting of five studies on various aspects of administrative law sanctioning.

Among the topics covered are general issues such as the principle of timeliness in the imposition of sanctions, the problems related to the commission of offenses by minors or, finally, the civil liability arising from the infringement. The book also includes two sectorial works, more precisely on the sanctioning framework associated with non-compliance with the obligation to wear a mask during the covid-19 pandemic, and on the disciplinary regime for students as articulated by the current Law on University Coexistence.

All the papers follow a methodological approach in which the dogmatic study of legal institutions and categories, on the one hand, and the practical analysis aimed at identifying controversial aspects and offering answers to them, on the other, coexist in a perfectly balanced way.
